University enrolment grounds the TRP; Russian-taught programmes exist
The fastest study route to permanent residence in the whole registry, and that is not a slip. A study residence permit in Azerbaijan is an ordinary temporary residence permit, simply grounded on "study" instead of "work": you need an enrolment certificate and a fee of AZN 40–60 a year. And permanent residence in Azerbaijan is granted after TWO years of any temporary residence — meaning a student reaches PR at roughly the point where in other registry countries they are only finishing first year. The second advantage for our audience is language: Azerbaijani universities run Russian-taught programmes, and Azerbaijan's own school system is eleven years, so the "twelve versus eleven" gap that closes off bachelor's degrees in Korea and Malaysia simply does not exist here. Study is cheap: the state Study in Azerbaijan portal quotes $1,000–2,500 a year for a bachelor's, $1,000–4,000 for a master's, $1,500–4,000 for a doctorate and $600–2,000 for a preparatory course; the private ADA University is dearer at AZN 8,500 (≈$5,000). Entry is visa-free but with caveats: 90 days per calendar year in total (visa-runs do not reset it), by air only — land borders are closed to foreigners until 1 Oct 2026 — and place-of-stay registration within 15 days. Two things against: the universities are weak — the best, Baku State University, sits at 688th in QS 2026 and none make the top 600; and citizenship requires renouncing your Russian passport, as Azerbaijan does not recognise dual citizenship. Add residual political risk after the 2025 crisis — relations were officially "normalised" in July 2026 and procedures work, but the backdrop is worth remembering.
