Asia's strongest universities; PR and citizenship unattainable in practice
China offers the best universities in this entire pass and almost nothing beyond them. Peking University sits at 14th in QS 2026, Tsinghua at 17th, Fudan at 30th; no other Asian country in the registry comes close. An X1 visa is issued for programmes longer than 180 days and must be exchanged for a residence permit at the Entry-Exit Administration Bureau within 30 days of arrival; programmes shorter than 180 days use an X2, which needs no exchange. Besides a passport and the physical examination form you need the original Admission Notice and either a JW201 or a JW202 form: the former goes to holders of the state CSC scholarship and students at institutions directly under the Ministry of Education, the latter to self-funded students. Tuition is cheap for this calibre: an engineering bachelor's at Tsinghua costs CNY 30,000 a year, and nationally a self-funded student fits into CNY 50,000–100,000 a year including living costs. The CSC scholarship covers tuition and accommodation and pays undergraduates CNY 2,500 a month. And the key thing to understand upfront: **neither PR nor citizenship is an endgame here — both are fiction.** Chinese permanent residence has been granted roughly 15,000 times in two decades, with 1,576 permits nationwide in the record year of 2016; study time counts toward it not at all. Citizenship has gone to a few hundred "exceptional" foreigners in the entire history of the PRC, and China does not recognise dual nationality. Go to China for the degree and the language, not for a status.

Classic employment: without a Chinese employer the route does not exist — self-sponsorship is impossible. Three documents are issued in sequence: the Z visa, the foreigner work permit and the residence permit. The application is filed under category A, B or C, and salary is one of several interchangeable ways to qualify rather than a mandatory floor: from six times the regional average wage it gives category A, from four times — category B; the same category B is also given by a bachelor's degree with two years of relevant experience or by 60 points. For Russian and Belarusian citizens the conditions are the same as for any other foreigner. Compliance is complex and the status is tightly bound to the employer. The endgame is the same as on the study route: permanent residence goes to a handful, citizenship to a handful in the entire history of the country.
