The key thing to know upfront: a Russian school certificate on its own does NOT qualify you for a German university. Under the KMK decision (applies to certificates obtained from 2015) it only opens access to a Studienkolleg with the Feststellungsprüfung exam; direct subject-restricted access requires at least one year of successful study at a recognised university. Tuition at public universities is free — you only pay the semester contribution (€70–430); the exceptions are Baden-Württemberg, which charges non-EU citizens €1,500 per semester, and Bavaria. The visa requires proof of €11,904 for one year (€992/month), usually via a blocked account. After graduating you get 18 months to look for a job, and may work without restriction during that time; then a work visa or Blue Card, PR after 21–27 months of work and citizenship after 5 years of lawful residence (dual citizenship allowed since 2024 — the RF passport is retained).

Late resettlers (§4 BVFG) → citizenship
Admission under the BVFG: citizenship with no residence period, by German descent
A route for descendants of Russian Germans: admission under the Federal Expellees Act (BVFG) grants German citizenship with no residence period, no citizenship test and no renunciation of the RF passport. The conditions are strict and checked against documents: German ethnicity, birth before 01.01.1993 and descent from an ancestor meeting the cut-off dates of 08.05.1945 or 31.03.1952. Language is checked by an interview at a German mission abroad — you must manage a simple conversation on everyday topics, or present a B1 certificate. The procedure is run by the Federal Administrative Office (BVA) and the application is free. ⚠️ In practice the main barrier is not language but proving ancestors' ethnicity: a nationality entry is not present in every Soviet document, and archive statements have to be collected inside Russia. Those born on or after 01.01.1993 do not fall under §4 and can only come as family members included in the admission decision.
