Instruction in Russian, admission without the ORT exam; citizenship suspended for Russians
Studying in Kyrgyzstan is set up almost like home for a Russian: instruction is in Russian — the Kyrgyz-Russian Slavic University was founded jointly with Russia and teaches in Russian — Kyrgyz schooling is eleven years like Russia's, and foreigners are admitted without the ORT exam if their certificate average is at least 60%; all you need is an equivalency certificate from the Kyrgyz Ministry of Education. Entry is visa-free, adults may use their internal Russian passport, no registration is needed for the first 30 days, and after that you register for the term of your contract with the university. It is cheap: KRSU charges KGS 170,000 a year for non-CIS foreigners, and the rate for CIS citizens is lower (it is not broken out in the published price list). Living in Bishkek runs KGS 19,000–33,000 a month with a room or shared accommodation. The big caveat concerns not the study but the endgame: **since 24 January 2025 citizenship applications from Russians are not being considered** — both the fast track under the 1996 and 1999 agreements and ordinary naturalisation are suspended; the status is volatile, but as of 2026 a passport is unattainable here for a Russian citizen. PR does work, though: a temporary residence permit is issued after roughly six months of lawful stay, permanent residence after five years. Renouncing the Russian passport has not been required in practice. One more thing: no Kyrgyz university makes the QS top 600.
