A Russian school certificate gives no direct entry to a bachelor's, but the route to one is open and well-trodden: under the MQA rule a qualification of fewer than 12 years of schooling (but not fewer than 10) serves as entry to a Foundation, MQF Level 3 or Level 4 programme, and the Russian certificate appears on the EMGS/MQA list of entry qualifications precisely for Foundation. A Foundation is a preparatory year at a private university (Taylor's, Sunway, INTI, HELP, UCSI, Monash Malaysia) costing RM 20,000–55,000 depending on the institution's tier, after which a bachelor's opens up. One caveat: Universiti Malaya does NOT offer its own Foundation to international students — it is for locals only, so preparation is taken with private providers while the bachelor's itself can be anywhere, public universities included. The university itself files the Student Pass application via EMGS (you cannot file it yourself), the service standard is 14 working days, and you must apply from OUTSIDE Malaysia. Passport validity from 18 months, health insurance from 12 months, Student Pass fee RM 60. English: UM's bar is IELTS 5.0 (Academic), private universities usually 5.5–6.0 — lower than Korea's or Australia's. UM publishes tuition FOR THE WHOLE PROGRAMME, not per year: Economics and BBA — RM 77,100 over three years (≈RM 25,700/yr, $6,273), Finance RM 84,100, Accounting RM 99,100, Architecture RM 103,900, Medicine RM 673,200. Master's run RM 24,100–79,100, doctorates RM 58,000–93,300. Living costs are RM 1,500–2,500 a month. On PR and citizenship, plainly: they exist on paper and not in practice. The Entry Permit is granted on a discretionary 65/120 points system, processing takes 24–36 months, the approval rate for general (non-family) applications is below 30%, and only a handful are granted each year. Student time does not count at all. Citizenship requires 10 of 12 years after PR, the Malay language and renouncing your previous passport. Treat Malaysia as a country for affordable English-taught study at a top-60 QS university and subsequent work on passes, not as a route to a passport: you cannot plan a move here for the sake of PR.
