Study alone gives NO residence-permit ground

Uzbekistan is a rare case where studying is convenient but getting a foothold is not. The convenient part: instruction at many universities is in Russian, Uzbek schooling is eleven years like Russia's, and branches of foreign universities do not require national tests — selection is by certificate, language and motivation. Around thirty foreign universities operate in the country, more than half of them from CIS states. Prices are mid-range by regional standards: UZS 15–55M a year on popular tracks (IT, medicine, business). RU citizens enter visa-free for up to 60 days, with registration by day 15. On quality Uzbekistan outperforms its neighbours: TIIAME sits at 469th in QS 2026, inside the top 500 — something neither Azerbaijan nor Kyrgyzstan can claim. Beyond that, though, it is a dead end: **study grounds no residence permit at all.** The five-year permit is issued on separate bases — highly qualified specialist status, property from $100–300k depending on the region, or family — and none of them is opened by studying. So after graduating you have to assemble a different status from scratch, and only from there does the clock toward PR and citizenship start. Citizenship requires five years of permanent residence on the permit, the Uzbek language and mandatory renunciation of Russian citizenship — dual is not recognised; in practice naturalisation is rare, and a realistic passport horizon of 7–10+ years is largely theoretical.
